I went to a salon and I told the haircutter to cut my bangs to my eyebrows, but instead they cut it to my nose and I told them to layer it and instead they chopped it. I showed them a picture, but the still did what they wanted.I didn't want it cut to my nose because I can't see! Why do haircutters do what they want?

They no whats best for a person, and there face and all the other detail. Nothing is wrong with your haircut, it actually looks better than it would if you got it cut like the picture. Stop complaining, you know you like it

Usually the hairdresser will take what you've said and work around it, suiting it to you more. My hairdresser will normally just use what I want as a template and the overall outcome is a lot better than what I wanted initially.
And imo... pic 2 is lovely. Be happy with it +P
