Is it wrong to tell my best friend to cut his hair?

we've been friends for a long long time, and about 2 years ago he started to grow his hair long. at one point i really liked it, but now people are calling him "Miss" and "young lady", and he thinks its funny that those are people half blind. Personally, i've even mistaked him as a girl.

Either His parents are too afraid to tell him to cut his hair or they like it. But i feel i need to tell him. i know i can tell him anything, but ive been hinting to him needing to cut it, and he thinks i'm being mean. i dont want to ruin our friendness-ness.. xD

What should i say?

haha i was in the same situation a while back... i told him he needed a hair cut but after a while he still hadn't done anything about it. i made a joke one day about how funny it looked and he got reallllly offended! looking back it probably would have been better to just have kept it to myself
