yes, you definitely can still donate. They will take the layers and sell whatever extra pieces don't measure 10 inches to independent wig makers. They say it is to help offset their own costs rather than just throwing the extra hair out. They didn't used to take permed or colored hair but they do now, according to their website....good luck!

you can if there's layers but not if it's permed....or colored...no chemical treatments

My advice would be to go onto their website which I would assume would be www.lockoflove.com and look at their limitations on the hair. I know that the hair can't be colored a crazy color or several colors but it can be colored as long as it is virgin hair and has to be 6-10 inches in length.
