I have a cousin who has not cut her hair since she was born 21 years ago. She said that she is keeping tradition with her family. I want to encourage her to get it cut. Hoq should i approach her?

Apparently, she prefers it long and you don't. You can tell her that you think her hair would be more attractive if it were cut, but I imagine that she has already considered the matter and has made her choice.

Well I don't know your cousin but...I have had friends who don't cut their hair because of religion. Ummm...you could show her a picture of a haircut that would look good on her and say "Oh my gosh! This would look so good with this!" just an idea...Hope I helped!

Certain religions like Pentacostals don't believe in women cutting their hair. Even they get a trim every once in a while.
